เป็นเหตุให้ในกลุ่มพยายามต่อต้าน จริงๆ ตอนนี้มีการเข้าชื่อต่อต้านไม่ให้ COICA นี้เกิด (ไปลงชื่อกับเขาแล้วด้วยจิ ทั้งที่ไม่ใช่ US Citizen)
นอกจากเรื่องนี้ ยังมีความพยายามจะให้ ccTLD หลุดจากอำนาจของ ICANN เพราะมันต้องอยู่ในภายการควบคุมของรัฐบาลอเมริกัน
คือ เคยคิดจะมาเล่า แต่ว่าเรื่องมันยาว ไม่รู้จะสนใจแค่ไหนด้วยน่ะค่ะ ก็เลยตามอ่านไปเรื่อยๆ
พอเห็นข่าว COICA ก็เริ่มกังวลแทน เพราะรู้ว่า คนไทยทำอะไรละเมิดลิขสิทธิ์เยอะ
และคนไทย นิยม .com มากกว่า .th

Under the bill, the U.S. asserts that it can take down websites created and operated anywhere in the world, simply based on the fact that the websites use the most popular global top-level domain (.com). This type of assertion of global control is the kind of U.S. exercise of power about which other countries of the world have worried – and about which U.S. foreign policy has sought to reassure the world. Thus S. 3804 directly harms the United Statesʼ Internet governance agenda pursued through diplomatic channels over the past ten years.”

ถ้าทางนั้นบอกว่าไม่ให้ใช้ในทางที่ผิด ก็เป็นอย่างที่เห็น
มันมีการต้องปฏิบัติตามกฏหมายหลายระดับนะคะ ในระดับ ICANN
แล้วก็ไล่มาเป็น Registry (แต่ละค่าย เช่น Verisign) แล้วก็ไล่มาที่ Registrar (อย่าง Godaddy)
ก็ต้องดูต่อว่าจะเป็นไง นี่รอฝรั่ง comment อย่างเดียว พวกนี้เซียนๆ ทั้งนั้น รู้ทั้งกฏหมาย รู้ทั้งเทคนิค
แล้วก็รู้จักโครงสร้างบริหารงานใน ICANN อย่างดี (คือในกลุ่มจะมี seat ใน ICANN สองสามเก้าอี้ค่ะ เพิ่งโหวตไปเอง)
ถ้าจำไม่ผิด
เดิมที่ อเมริกาใช้ก่อน เลยถืออภิสิทธิ ยึดเลย เช่น edu gov mil
เขาถือสิทธิจากการที่เขาบอกว่า เขา invent internet ค่ะ
ไม่ใช่เรื่องใช้ก่อน แต่เป็นเรื่องที่ว่า เขา “สร้าง” มันขึ้นมา

ICYMI: U.S. CRACKS DOWN ON PIRACY HAVENS - From the NYT: “In what appears to be the latest phase of a far-reaching federal crackdown on online piracy of music and movies, the Web addresses of a number of sites that facilitate illegal file-sharing were seized this week by Immigration and Customs Enforcement, a division of the Department of Homeland Security. … The new seizures also come as a new bill, the Combating Online Infringements and Counterfeits Act, is making its way through Congress. ตามที่อ่าน Verisign มีส่วนอย่างมากในเคสนี้ ที่ไปแก้ DNS ของ torrent-search.com
Verisign เป็น registry สำหรับ .com และ .net ฉะนั้น เขาจะทำกับโดเมนใดในนี้ได้ทั้งสอง
ส่วน .info มี Afilias เป็น registry ถ้าหากว่า Afilias แก้ DNS ใน torrent-search.info ด้วยแล้ว (ในกลุ่มกำลังจับตามดูกรณีนี้)
แปลว่า .com .net .info ยอมทำตาม ICE และ DHS หมด
ฉะนั้น .org หรือ gTLD อื่น ก็คงไม่รอด
